In 1997, Lijiang became, with Pingyao, the first city to be registered as a UNESCO word heritage, for having an “urban landscape of outstanding quality” and for its ancient water-supply system. The local government of Lijiang, in collaboration with Tongji University, set up a protection plan in 2003, which became a model for other cities. At the same time, the university has promoted a long-term program that fosters collaboration between the city and its residents in order to renovate buildings in a traditional way while improving quality of life. After that, Lijiang became a major touristic city, rising from 800,000 visitors in 1997 to about 5 million in 2007, which became an issue.
