Pingyao, founded in the 14th century, was the first Chinese city to implement a protection plan in the early 80s. The government of Pingyao was on the verge of setting up an urban development process that would damage its historical heritage. Professor Ruan Yisan, from Tongji University, reacted immediately and created a protection plan which led to the preservation of the city centre. As early as in 1986 Pingyao acquired the label of “Historical and Cultural City”at a national level, and in 1997 was added to the UNESCO World Heritage list, becoming one of the two first Chinese towns, with Lijiang to gain World Heritage Site status.
