Thanks to the hard work and collaboration of many stakeholders—local government, businesses, inhabitants—five of the neighbourhoods in the centre of Shaoxing were preservation and reconstruction of Shaoxing was one of the first Chinese cities to win the title of “Famous Historical and Cultural City” in 1982.From 1999, thecity government decided to protect five districts which were endangered high pace urbanization. Tongji University drew up an action plan to protect these five areas.
